Mesothelioma Prevention: Asbestos Regulations Strengthened in New York City

Recent legislation passed in New York City will significantly improve the health and safety concerns of workers during large demolition and reconstruction projects.

The new legislation is included in a 12-part series of bills intended to change regulations regarding asbestos, construction and demolition. The underlying motive of the bills is to reduce asbestos exposure through several new safety practices.

Exposure to asbestos is known to cause serious health conditions, including lung cancer, asbestosis and malignant mesothelioma. All three of these conditions can be life-threatening as they are usually diagnosed in the advanced stages of development.

One important section of the legislation will prevent demolition and asbestos abatement projects from being performed at the same time, thus reducing the amount of people exposed to asbestos. Before these regulations, demolition crews were able to walk around without masks or respirators while asbestos abatement was being conducted.

Other pieces of the legislation will require contractors to take tougher exams before being issued asbestos abatement licenses. Exams will cover new practices, safer handling procedures and proper disposal methods.

Additional regulations will prohibit all uses of matches, cigarette lighters and smoking on the same floor where asbestos abatement is taking place to ensure all protective gear is being worn.

Discussions on the proper handling of asbestos materials and educating contractors on how to prevent exposure can better prepare those that encounter asbestos. Even professional asbestos abatement companies can improperly remove asbestos and fail to use protective equipment.

Council Speaker Christine Quinn said, “Taken together, these 12 measures represent a significant overhaul of the City’s demolition and asbestos abatement procedures.”

Twenty Brits Die Every Year From Mesothelioma and Other Asbestos Diseases

London, England—As part of its recent asbestos-awareness campaign, the British Health and Safety Executive recently announced that 20 United Kingdom residents each year die from the asbestos cancer mesothelioma and similar diseases.

The campaign, called, “Asbestos: the Hidden Killer,” is meant to educate the occupational groups most at risk for asbestos exposure—joiners, plumbers, electricians, boilermakers and others—about the dangers of this toxic building material, which can lead to the rare cancer mesothelioma. Mesothelioma occurs when asbestos fibers, which are microscopic, sharp and needle-like, enter the body through inhalation or ingestion. They penetrate the individual cells of the mesothelium, a membrane lining the chest cavity, and wreak havoc on the DNA therein. This causes the cells to replicate erratically, leading to the formation of a malignant tumor.

According to a recent report released in conjunction with the awareness campaign, approximately 4,000 people each year die from asbestos-related illnesses such as mesothelioma. This averages out to 20 people per week, which is higher than the number of British people who die in car accidents each year.Although the use of asbestos was tightly regulated in the United Kingdom beginning in the early 1980s, the substance remains in a number of buildings, both homes and non-domestic structures. Experts generally agree that when it is in place and undisturbed, asbestos is not harmful. Yet whenever the building products or other items containing asbestos are disturbed, cut, broken, damaged or destroyed, the asbestos becomes “friable,” meaning that it can easily release its fibers into the surrounding air.

Last year, the government gave out 100,000 informational packets, which led to an increase in the sales of protective gear by tradesmen. Unfortunately, the number of deaths from asbestos exposure and its resultant diseases is expected to peak around 2020 in Britain.

Health Care Reform Bill Addresses Libby, Montana Mesothelioma Victims

Libby, Montana is home to a vermiculite mine that is blamed for widespread contamination from asbestos exposure. Libby has a high incidence of asbestos-related disease, prompting the U.S. Environmental Protection Agency to declare a public health emergency in the town and the surrounding area earlier this year. Asbestos contamination in the Libby area has been blamed for the deaths of more than 200 people and the illnesses of more than 1,000 more to date. Many have died from mesothelioma.

Mesothelioma is a rare, aggressive form of cancer primarily caused by exposure to airborne asbestos fibers. Close to 3,000 Americans are diagnosed with the cancer yearly. There is no known cure for the disease.
The hard work of Senator Max Baucus, Democrat of Montana, has paid off again by including a passage within the Health Care Reform Bill to expand Medicare to cover certain victims of “environmental health hazards.” Baucus who has been fighting for years to bring some relief to the Libby residents, is also responsible for the declaration of the health emergency requiring the federal government to offer screenings and health care for Libby residents as well as authorizing cleanup work in homes and other structures.

As quoted in a New York Times article Mr. Baucus said “the people of Libby were poisoned and have been dying for more than a decade. We need this type of mechanism to help people when they need it most.”
